Age of consent remains 18 in anti-rape Bill

The Government will introduce the much-awaited anti-rape Bill in the Lok Sabha tomorrow after the Cabinet today cleared the final draft of the law that raises the age of consensual sex to 18 years and waters down the penalties attached to new sexual offences like stalking and voyeurism.

Both these have been made bailable at the first offence, which means the punishment they carry has been fixed between a minimum of one year and a maximum of three. In the earlier draft of the Bill, stalking was proposed to be non-bailable and voyeurism was made bailable at the first offence and non-bailable later. Now, both will be non-bailable only at the second offence.

US says it backs visas to qualified Indians

As India announced plans to take the issue of 'discriminatory' increase in US visa fees to the World Trade Organisation (WTO), Washington assured it continued to fully support the admission of qualified Indians.
The US and India 'did have a good and thorough discussion' on the visa issues in the context of Secretary of State Hillary Clinton's recent visit to India, State department spokesperson Victoria Nuland told reporters Wednesday.
As Clinton said it publicly 'Indians are the greatest beneficiaries in the world of both our L-1 visa programme and our H-1B visa programme,' she said when asked about India's reported move.

Norway gives custody of NRI kids to their uncle

Says better for them to grow up in India due to cultural differences

The Norwegian Court in Stavanger today announced its verdict to handover the two Indian children in foster care to their uncle, bringing to an end the prolonged battle fought by their parents over their custody.

The two kids, three-year-old Abhigyan and one-year-old Aishwarya, will return to India tomorrow along with their uncle Arunabhash. The External Affairs Ministry is making all necessary arrangements in this regard.

The two children were in the custody of the Norwegian Child Welfare Services (CWS) since last May. The court was fully satisfied with the steps taken by the Indian government and agreed to hand over the children to their uncle, saying it was better for them to grow up in India due to cultural differences.

India: the world's child slave capital ?

Dear friends across India,

A 13-year-old girl, sold by her uncle and trafficked across the country as a maid, was found locked inside a Delhi apartment while her affluent employers holidayed abroad. It’s time for us to end the shame of child slavery in India.

This young victim is one of millions of India's children who are sold from poor villages to huge cities, to find themselves enslaved as prostitutes or unpaid domestic servants. The police usually turn a blind eye to breaches of our laws on trafficking and slavery, but together we can push our Home Affairs Minister P. Chidambaram to punish those who profit from the heinous mistreatment of our children.

Let’s stop ignoring the plight of India's invisible children and call on Minister P. Chidambaram to set up a special task force that will examine how to stop all forms of child trafficking and exploitation, and ensure that the new Anti-Human Trafficking Units get the resources and power they need to act. Sign the petition now and forward widely:

The sale is being organised by Mullock’s, specialist auctioneers and valuers, who say the sale will go ahead in the city of Ludlow on April 17. Defining India’s Poor India’s poverty declines to 29.8% in 2009-10

India may be a poor country but we all differ on what "poor" is. There was a furore last year when a per-capita income of Rs. 32 a day was considered "poor" — because Rs. 32 buys you nearly nothing these days. But that is hardly true if you consider the average size of a household is four, and that this means the per-household line for poverty is Rs. 128 per day.

There is a more substantial Rs. 3,800 per month, a figure that most of the people, who were outraged at the Rs. 32 per day, will find their household help earns per month. (And in fact, around what the much-maligned rural employment guarantee scheme provides for one household member for 100 days a year)

Google doodles the Republic Day of India

India's Republic Day parade extended its route from the roads of New Delhi to the Google India homepage in the form of a doodle.

The Google doodle commemorating India's 63rd Republic shows National Bravery Award winning children riding on the backs of decorated elephants, quite like the actual parade on Rajpath, New Delhi. The Google logo appears as a rangoli-like motif in the background.
Nineteen of the 24 children selected for the National Bravery Award – 2009 are participating in the Republic Day parade in New Delhi. Five children have got the award posthumously.

As Goa turns 50, a Goan looks back

On the 50th anniversary of Goa's liberation from Portuguese rule, a Goan looks back at the relics of its colorful and troubled history. Photographer Frederick Noronha is into journalism, book publishing, photography, and cyberspace. He has a collection of 40,000 copylefted and sharable photos online at http://photosfromgoa.notlong.com and dreams of building an archive of old Goa photos.

Till date, a little of the old impress remains in places like the colonial capital of Old Goa.

Azuleijos, the blue tiles influenced by Portuguese tiles, are still visible, though in only a few parts of Goa. Recent years have seen a revival of interest in things Portuguese, now with less of the colonial smear of the past and what some describe as "Lusostalgia".

Hollow promise, corruption keep youth away from politics

The entire Punjab may be gearing up for the assembly elections in February, but getting involved in politics is apparently not something that interests Bathinda's youngsters. They attribute the disinterest to a lack of understanding of the system and rampant corruption in politics. Speaking to Bathinda Tribune, many youngsters accepted that although they try and vote in every election, they know either nothing or very little about the political scene in their district.

Twenty four-year-old Himanshu Malhotra has voted more than three times, but accepts that he has little interest in politics and takes his parents advice on which candidate to vote for. ."Most politicians fulfil only 20 per cent of their promises And whatever development is registered happens just a year or a couple of months before the next elections. The candidates of every party are the same when it comes to forgetting the promises, but we prefer to choose something over nothing. It's the case of andhon mein kaana raja."

How many rivers & lakes in India? Nobody knows

In yet another scathing indictment tabled in Parliament, the Comptroller & Auditor General of India (CAG) has reported that successive governments have made no effort to compile a list of water bodies in the country.

Neither the states nor the Union Environment Ministry, the report states, has a comprehensive list of major rivers, lakes and other water bodies. “The Environment Ministry has not yet prepared a nation-wide inventory of rivers and lakes,” Parliament was informed.

The CAG’s water audit has been prepared on the basis of wide ranging consultations with experts from India and abroad, stakeholders and public consultations. As many as 140 out of 1,079 pollution control projects on 24 rivers and 22 projects for conservation of lakes were scrutinised along with a study of administrative structures and activities related to water pollution in 25 states by the auditors.
