Bathinda girl’s way to the top

“We are a blessed family. Our children have done us proud,” were the first remarks of an elated Devinder Pal Garg, whose daughter Sumegha was placed at number 12 today in the Joint Entrance Exam all-India merit list for admission to the coveted IITs; she is also the JEE girls’ topper of 2011.

For Garg, an additional superintending engineer at Guru Nanak Thermal Plant in Bathinda, the news didn’t come as a surprise as many would have expected. Brilliance runs in his family. In 2007, his son Ankit was sixth in the JEE merit list. He has since finished B-Tech (Computer Science) from IIT Delhi and is now into research with Microsoft at Hyderabad.

Ask Sumegha if she would follow in her brother’s footsteps and she retorts: “I have not thought about whether I would go into research. I will see and follow my instincts,” she says, a history of achievements backing her. Holder of the National Talent Search Examination (NTSE) Scholarship, Sumegha is particularly proud of the year 2011.

It brought in its fold another major achievement for this demure Bathinda girl (she went to St Xavier’s School, Bathinda for Class X and finished Classes XI and XII from RB DAV School in the same town) who became one among the five Indian students to qualify for the International Physics Olympiad 2011. In July, she will represent India in the international competition at Bangkok. Interestingly, all former girl toppers of IIT-JEE have also been qualifiers of the International Physics Olympiad - be it Priya Gupta who stood second in JEE 2005 or Akanksha Sharda who was 18th in JEE 2010.

As for Garg and his wife Urmila, Sumegha’s future was never an issue. In fact, they had never imagined their daughter would take the IIT route. “We were not clear of what she would pursue until she took the NTSE exam. That was when we discovered her aptitude for math,” says Garg, who sent his daughter for coaching to Narayna IIT Academy in Delhi’s Punjabi Bagh area. He said coaching was a must to crack the JEE, as it is structured today.

At the academy, Director Anurag Mishra tutored Sumegha for cracking the toughest technical entrance exam in India. “She already knew a lot. She just needed to catch a little speed,” he told TNS today. Other tips came from big brother Ankit.

The Quila Mubarak of Patiala

Patiala city of emperors, gardens and palaces has a huge heritage. Quila Mubarak a Historical National Monument of Patiala is situated in the heart of the city and the oldest part of Patiala.
The palace was built by Maharaja Ala Singh in 1764 .In earlier days, Quila Mubarak was just a kuch-garhi of a mud fort but later it was named as Quila Mubarak. It was reconstructed with baked bricks.

It was again renovated into a sprawling two-storied mansion with a grand entrance with elaborate arches. A huge part of the fort was changed into a heritage museum. The construction of the inner palace was completed by Maharaja Amar Singh (1765-1781 AD). The royal members of the Patiala reign occupied Quila Androon or the Inner Fort. Maharaja Sahib Singh (1781- 1813 AD), Maharaja Karam Singh (1813 AD – 1845 AD) Maharaja Narinder Singh (1845 AD to 1862) also lived in this fort. The Quila Mubarak complex stands in 10-acre ground in the heart of the city and has the main palace or Quila Androon the guesthouse Darbar Hall or Ran Baas.

Painted inside the throne alcove, Masnad Hall, Qila Mubarak - late 19th

The Quila is followed by the Quila Chowk and surrounded by three major commercial markets, Bajaj Bazaar, the Gur Mandi, and Shah Nashin Bazaar. The Adalat Bazaar starts from the Quila and ends at the Anardana Chowk. The Quila Mubarak Complex includes several buildings, namely the Ran Basa, Quila Androon, Darbar Hall, Sard Khana, Jalau Khana Quila Mubarak Gateway and the boundary walls.

Quila Mubarak Gateway is the only entrance for Quila Mubarak Complex which leads to Quila Androon Chowk. The whole structure of Quila Androon can be watched from this space. It is made of red sandstone and carries the exterior of a multiple domes. Androon Gateway is in the inner boundary of the Quila Androon Chowk.

The whole gateway is constructed with stucco work. Upper portion of this building was probably used by the king to direct over the functions performed in the court.

This building was constructed in the first half of the 20th century; the Quila was used by various people for various activities. Today, due to lack of relationship between the local people and the Quila, the building is loosing its meaning for the outsiders or visitors.

The cultural importance of Quila Mubarak still lies in its form and the way in which its space has been utilized within it. Quila Androon has a grand gateway as mentioned above. Central axis is located with its northern front wall. It is almost in a square shape. It is very simple in outer look but the gateway is decorated with stucco work. The Quila is divided in multiple courtyards. Each courtyard is indicating as a palace. Three axis are located with every court. These are known as central, the eastern and the western axis. West courtyards of the central axis are private- residential in nature. The east axis zone is more for public use including performing music and art.

A passage between central and east axis leads to the houses the jyot—a sacred flame that was brought from Jwalamukhi by Baba Ala Singh, the founder of Patiala and it continues to be lit till date. The jyot is kept in raised court. Design of the rooms shows the purpose of the construction.

The Rang Mahal is an elaborately painted chamber and large in size meant for royal audience—Diwan-i-khas.Whereas Quila Androon itself is a Diwan-i-am or the public court.

DEVOTEES AT MERCY OF GOD

Even as the Golden Temple is thronged by thousands of devotees everyday, the holiest Sikh shrine managed by the SGPC, having an annual budget of Rs 580 crore, doesn't have a proper medical care facility to fall back on in case of any untoward incident.

Though the Golden Temple Complex has two dispensaries — one being run by the SGPC and the other by the Fortis Group, they are only equipped to deal with minor cases of injury or ailment among the devotees from time to time. While the Fortis dispensary has a doctor available between 10 am and 4 pm, the SGPC dispensary is being run by a pharmacist.

Moreover, the dispensaries are located in the middle of the "sarais" (inns) on the other side of the complex and not around the main entrance of the shrine. The SGPC hasn't even put up a board to pinpoint its dispensary for the devotees. However, the Fortis authorities have placed a small board atop its dispensary door. Some SGPC officials feel that a few rooms at any of the five "sarais" (inns) in the Golden Temple Complex may be spared for providing better medical facilities.
They also opined that one or two rooms should be allocated in the 'parikarma' of the Golden Temple for meeting any medical urgency. In summers, there are cases of devotees fainting almost daily and to provide them immediate relief there should be first-aid facility in the 'parikarma', besides a couple of stretchers and wheelchairs to shift them to proper medical care, they said. He nearest proper medical care facility is the SGPC-run Guru Ram Das Hospital which may be around 2 km from the shrine but the route is marred by narrow lanes, congested markets and traffic chaos.
On the other hand, SGPC president Avtar Singh Makkar said they will soon facilitate four-five beds for the purpose and also assign permanent duty to a doctor from Guru Ram Das Hospital at the Golden Temple. He said they will also make sure that stretchers are available in the 'parikarma'. He said they have already made arrangements like putting up "shamiana" and water-sprinkling fans for the devotees in view of harsh summer.
Deputy Commissioner KS Pannu said they have deployed a mobile medical van at the shrine and they have 20 such vans in the holy city under the newly launched 108 ambulance service scheme. He admitted that it would have been better to have a proper medical facility near the Golden Temple, but said it was not possible now due to space constraints. He said they have made a provision for first aid and trauma facility in the under-construction Golden Temple Entrance Plaza.

“There will be no scheduled power cuts on feeders feeding main cities, district headquarters, urban industrial category-1, UPS 3 wire, UPS 4 wire feeders and no weekly off for the industry,” reads the latest power schedule released by the PSPCL. According to senior functionaries of the PSPCL, it would be for the first time in several years that the Power Corporation was not imposing any cuts during this time of the year.

The credit goes to team work, visionary planning and the efforts being made for proper renovation and the repair of thermal plants,” said PSPCL chairman-cum-managing director KD Chaudhri. PSPCL director (distribution) Arun Verma said:If any power cuts are being imposed in any part of the state, it is because of the technical snag or necessary maintenance.”

As per recent figures, against the demand of 1,163 lakh units of power on April 28, the PSPCL was able to provide 1,146 lakh units. The gap of 17 lakh units was being managed through the three-hour peak load restrictions imposed on the large supply consumers. “In view of the fact that last year during summers both domestic and industrial category consumers had to face immense difficulty owing to long power cuts, this time the consumers are happy,” a PSPCL spokesman said.

STUDENTS of 20,000 Non-Affiliated Schools Can Appear as Regular Candidates

In a decision that would benefit about 2.5 lakh students enrolled with 20,000 non-affiliated or non-recognised schools across the state, the Punjab Education Department today decided to allow all such students to appear as regular candidates in the exams to be conducted by the Punjab School Education Board (PSEB) for the academic session 2011-12.
The decision was taken at a meeting with more than 300 representatives of private schools called by Punjab Education Minister Sewa Singh Sekhwan at the PSEB headquarters here. After the implementation of the Right to Education Act, the students enrolled with the non-affiliated schools had been denied permission to appear in the Board examination. As a result, the associations of the affected schools were consistently taking up the issue with the state government. The schools had been given time till 2013 to get themselves affiliated with the government agencies concerned.
Sekhwan said all such schools that were earlier termed as academies would now be termed as associate schools and their students would have the option to sit in semester examination as regular students or through the open school system. Prior to the ban on such schools, around 2.5 lakh students used to annually appear in the matriculation and senior secondary school examination as private candidates. After the meeting, the Minister and Punjab School Education Board chairman Dr Dalbir Singh Dhillon said Punjab was the first state to have taken such an initiative for the benefit of hundreds of students.
He said different rules and regulations would be framed to associate the private academies with the Board. The regulations would be simple to the extent that they will be acceptable to all type of private institutions. He said that the minimum criteria as per qualification of teachers would be set by the Board so that the academic level of the teachers of associated schools may be brought at par with the affiliated schools. All such measures would be in tune with the spirit of the RTE Act. However, the government is silent on the issue of salaries of the teachers in such schools. As per the decision, the one-time membership fee from each of the school would be Rs 20,000 and the annual continuation fee would be Rs 5,000.
Step will ensure revenue to state education board’: Education Minister Sewa Singh Sekhwan has said that the decision to regularise schools would have multifaceted results as it not only would end the prolonged controversy over the fate of the students and teachers working in non-affiliated schools but also provide huge revenue to the Board.

Although Shiv Kumar Batalvi was gaining popularity at that time, it was only later that we could assess the merit of his verses. At that time S.S. Misha with his modern tone appealed more to my youthful heart,” he said.

Recalling his poetic journey, Patar said that his verses blossomed in the very creative environment of the 60s at Patiala. “I chose to study in Punjabi University because well known writers and intellectuals like Dalip Kaur Tiwana, Attar Singh and Balwant Singh were associated with it. Outside the campus I came across the avante garde influence of Gurbhagat Singh, Harinder Mehboob, S.S. Noor and Baba Laali,” he said.

Talking of his famous poem, ‘Kujh kiha taan hanera jarega kivein’, Patar said he was once passing through the old courts of Ludhiana and he saw the dried up trees in the compound. He felt that these were people who had turned into trees waiting for justice. This and the justice the Naxalites had sought merged into the making of the poem. Referring to yet another well-known poem written during terrorism, he said: “The incident of Hindus being pulled out of a bus and killed perturbed me much. And I thought with horror that if the much-loved Punjabi poet Shiv Kumar had been among them, this would have been his fate too.” Thus he wrote the famous poem:

‘Kal Waris Shah nu wandea si ajj Shiv Kumar di vaari hai
Oh zakham tuhanu bhul vi gaye naveian di hor tiyari hai’

Among his works of poetry are Hawa Vich Likhe Harf (Words written in the Air), Birkh Arz Kar (Thus speaks the Tree), Hanere Vich Sulghdi Varnmala (Words smouldering in the Dark) and Lafzanh Di Dargah (Shrine of Words). He has translated into Punjabi the three tragedies of Garcia Lorca, the play Nag Mandala of Girish Karnad, and poems of Bertolt Brecht and Pablo Neruda. He has also adapted plays from Giradoux, Euripides and Racine. He has written tele-scripts on Punjabi poets from Sheikh Farid of the 13th century to Amrita Pritam of the 20th.

He has held the office of the President, Punjabi Sahit Akademi, Ludhiana. He received the Sahitya Akademi award (1993), for his Hanere vich Sulghdi Varnmala, and Bhartiya Bhasha Parishad Purskar.

Well known poem by Surjit Patar:-

Tera dita ful v seene da khanjar ho gya,
Sochea na c kade eon hoega pr ho gya.

Ful to mein agg banea, agg to hoea mein neer,
Tardpea luchhea bhut fer sil pathar ho gya.

Dosti ki dushmani ki, zindagi ki maut ki,
Jd nazar bdli teri sb kujh brabr ho gya.

Hoea ki j snnh lagi, dil ch hoea chananna,
Chhanani hoea jo dil raatan da ambar ho gya.

Na koi mathe ch chanan, na koi seene ch sek,
Iss trah da kis trah “SURJIT PAATAR” ho gya.

3 TEACHERS SUSPENDED FOR ‘MISCONDUCT’-The Khalsa College (Amritsar)

The Khalsa College row took a serious turn  with the management committee placing three teachers under suspension for ‘misconduct’ with immediate effect.

The teachers who have been suspended are — Prof Daljit Singh, physical education teacher and secretary of the Khalsa College Teachers Union (KCTU), Dr JS Arora, Vice-President of KCTU, and Dr HB Singh, the teachers’ representative in the management. There are reports that the management’s decision to suspend these teachers faced opposition from some members of the governing council, but it chose to go ahead with it.

PCCTU secretary HS Walia, who is spearheading the agitation, said they would boycott the evaluation work of the Guru Nanak Dev University . A PCCTU release issued here said, “We warn the state government that if the suspension orders of these teachers are not immediately withdrawn, we would boycott the ongoing exams in Punjab and Chandigarh." Interestingly, after suspending the teachers, the management also resolved to make all efforts to build the consensus among the Sikh community over the issue.

The resolution came in a meeting of the management committee which was held after Khalsa College Governing Council Chancellor Raj Mohinder Singh Majitha shot off a missive to council chairman Satyajit Singh Majithia and honorary secretary Rajinder Mohan Singh Chhina seeking a clarification over the private university proposal. However, a council member said the meeting was already scheduled and it had nothing to do with the Chancellor's letter.
