According to the FIR, the accused Major Khan, his wife Soni and brother Mustaq Khan, residents of village Akrhi in Fatehgarh Sahib, allegedly accepted Rs 2.25 lakh from a few applicants interested in getting a job in the university. The FIR further states that an unidentified clerk from the university was providing the accused with inside information and was instrumental in proving to the victims that the accused had a say in the university.

Dean (Colleges), Punjabi University, Dr JA Khan informed that these colleges have been constituted under a collaborative scheme of the Central and state government. He informed that according to a survey conducted at the Central level, as many as 374 districts have been identified throughout India for such colleges because the Gross Enrolment Ratio of these districts in terms of higher education is less than the National Enrolment Ratio.

Punjabi University, Patiala, has announced the date of entrance test to PhD.The test will be conducted on July 30. Students, who cleared the exam last year, have not been allotted seats so far. Last year also, many students, who cleared the exam, had to return empty handed, as university did not have seats.

Students are perturbed over the university’s decision. They said the university should either accommodate those students or exempt them from taking the test every year.
“This causes problem, as it takes three years for a student to finish his or her research. Whereas the test is valid for a year. Taking test again and again is wastage of time and money.

 If the university cannot accommodate all students, it should at least form a rule that students who have cleared the exam should not take the test again. Anyone, who clears an entrance test, can apply for a seat whenever its vacant,” said one of the students.

Chandan Singh, Dean, research, said the test would be valid for one year. “In case students don’t get seats and one year passes, they will have to take the test again,” he added.
When questioned about the students who did not get seats last year, Chandan Singh said the university could not help it.

He said, “University professors can guide only limited number of students and we don’t ensure that everyone who clears the test would get a seat. We tried our level best to accommodate maximum number of students.”

Sources in the university said keeping in view the number of students, who had cleared the entrance test last year, the university authorities had requested professors in various affiliated colleges to give admission to students, but the response was not good.

The Punjabi University’s claims of promoting Punjabi language fell flat today when the Theatre and Television Department’s Punjabi medium students got their question paper in English.

A student of the department informed that 14 out of 16 students had opted Punjabi as a medium for the examination. “We were shocked to see the question paper in English. Many of us faced difficulty in comprehending the questions and when we brought the matter to the notice of the superintendent, he refused to do anything in the matter,” he said.

Other students informed that they had simply asked the superintendent to get the paper translated for their convenience, but he misbehaved with them. “He asked us to take the examination or walk out. We requested him to allow us to talk to higher authorities, but he refused and stating that if we walked out of the room, he will not let us in again. I did the paper according to my understanding of the English language,” he added.

Controller of Examination Pawan Kumar Singla said no such matter had been brought to his notice, but he would certainly look into the matter.
