Won’t use chopper for canvassing, car will do: Manpreet
President of the People’s Party of Punjab (PPP) Manpreet Singh Badal said today that “for the formation of a credible alternative in the ensuing assembly elections, we are open for talks with other parties, including the BSP and the SAD (Longowal)”. But he clarified that as of now, the PPP was not holding talks, either formal or informal, with any party, except for the CPI and the CPM. Regarding talks with the Lok Bhalai Party (LBP) for a poll alliance, his answer was “ no”.
On the possibility of issuing an invitation to the BSP or the SAD (Longowal) for an election alliance, Manpreet said: “We can’t send an invitation to these parties through newspapers. However, if I get an opportunity to meet any of the leaders of these parties, I will approach them on the issue.”
Manpreet was here to inaugurate a blood donation camp organised by his party to celebrate the birth anniversary of Shaheed Bhagat Singh at Bibi Wala road. Manpreet was among those to donate blood.As many as 26 units of blood were collected by a team of the blood bank of the local civil hospital.

Chairman of the Bhunerheri Block Samiti Harmeet Singh Dhillon, who had allegedly thrashed Block Development and Panchayat Officer (BDPO) Rajinder Gupta, has been suspended from the post.
When contacted, Additional Deputy Commissioner Andita Mitra confirmed the development. Dhillon and his cousin Amandeep Singh, who is sarpanch of Pathanmajra village, had allegedly beaten up the BDPO in his office on September 19.
Subsequently, the Punjab Development Officers Association had met Rural Development and Panchayat Minister in Chandigarh and demanded action against the two.
Now, check your answer sheets at PTU
Any student of the Punjab Technical University or its affiliated colleges who feels he has got less marks than his expectations in any exam can now have a look at his answer sheets by filing an application under the Right to Information Act. No only that, he can even get a copy of those answer sheets. And the university would be the first institution in the region to implement any such order.
A notification in this connection was issued by Punjab Technical University (PTU) Registrar Dr HS Bains in compliance with the recent orders of the Supreme Court. The apex court order came in the case ‘CWP 6454 of 2011 titled CBSE and Another v/s Adita Bandhopadhyay and Others’. However, the university, as per the order, had the right to conceal the identity of the examiner.
PTU Vice Chancellor Dr Rajneesh Arora said the order had been passed after studying the copy of the judgment. He said legal opinion had also been taken before implementing it. He said the order would add transparency to the working of the examination branch of the university. “We are the first university in the region to implement the order,” he said.

Youth fest by vet varsity from Oct 7
Guru Angad Dev Veterinary and Animal Sciences University will organise the youth festival from October 7 to 14. Dr Satinder Pal Singh Sangha, director, student’s welfare, said the aim of the festival was to provide a platorm to students to hone their skills.
He said committees had been formed and duties allocated to teachers as well as students for the smooth conduct of the festival.

Bhagat Singh remains an endearing figure to youth
Punjab’s noted freedom fighter Shaheed Bhagat Singh remains one of the most popular youth icons in the country and continues to be remembered as a hero by many of the city’s youngsters.
Yet, at the same time, most of the these youngsters feel that over the years the youth have become selfish, more career-centered and only pay lip service to the martyr.
Jagmohan Singh, a professor and Bhagat Singh’s nephew who resides in the a city, has a different view. “Even if our youth doesn’t follow what he stood for, at least they still remember him fondly. For me, Bhagat Singh is not just a man who laid his life for the sake of his country’s freedom. He also typifies a thought process or even a way of living,” he said.

Abhay Dabra, a PU law student and an admirer of the revolutionary, said that for him Bhagat Singh was a source of inspiration. “Even in his death, Bhagat Singh’s name has inspired me and my friends to struggle when we were down. “Though he is gone his ideals are still alive in the hearts of many Indians”, he added.

In a significant relief to residents of the town who were facing acute air pollution caused by Guru Nanak Dev Thermal Power Plant (GNDTP), the Punjab Pollution Control Board (PPCB) today ordered that its Unit IV be shut down.
The PPCB also ordered the plant authorities to begin ammonia dousing in the other three units to further check emissions and control the level of pollution.
The order to shut down Unit IV within 40 days was taken after an inspection of the plant by PPCB Chairman KS Pannu this morning. Pannu held a meeting with senior officers of the plant and conveyed his displeasure over the failure of the authorities to adhere to the PPCB time-table for reducing pollution levels. He said that although Units I and II had been renovated, their pollution levels remained marginally above the prescribed limits.
Pannu was told that the PPCB officials had checked the pollution level of the plant in May and June and found that the level of suspended particulate matter (SPM) in the renovated Unit II was 175 mg/Nm3 against the prescribed limit of 150 mg/Nm3.

When the Lokpal of Punjab, Daljit Singh Dhaliwal, recently ordered an inquiry into the alleged illegal operation of buses belonging to private transporters of Punjab in the Union Territory of Chandigarh he was evidently looking at only the tip of the iceberg.
Has revealed that there is more to it than just charges of illegal operation in the transport sector. There has been over the years a serious manipulation of transport policy that has favoured private operating agencies, owned by political bigwigs, at the cost of the state exchequer, the state-owned public transport organisations and also the poor of Punjab.
Those who own private transport buses are a veritable who’s who of Punjab politics. The list includes Chief Minister Parkash Singh Badal, his son and Deputy Chief Minister Sukhbir Singh Badal, PPP President Manpreet Singh Badal, Vidhan Sabha Speaker Nirmal Singh Kahlon, BJP MLA Jagdish Saini, former Congress legislators Avtar Singh Henry, Amrik Singh Dhillon and Jasbir Singh Dimpa besides families of the late Akali legislator Kirpal Singh Libra and Congress’ Dilbagh Singh.
In his petition to the Lokpal, a Chandigarh-based lawyer Arvind Thakur challenged the permission granted in 2009 by General S.F. Rodrigues, the then Governor of Punjab and Administrator of Chandigarh, that allowed private bus operators of Punjab to extend their services to the Union Territory. General Rodrigues had reportedly permitted 73 buses belonging to Punjab private bus operators. Inspector-General of Police S L Gakhar, attached to the Lokpal, has been asked to conduct an inquiry and submit his report by November 1 this year.
The charges of illegal operation are only a tiny bone of the many skeletons in the cupboard of Punjab’s public transport sector. When conducted an extensive survey of the transport sector of Punjab, it came across a suspiciously high growth of private buses operating in the lucrative luxury and super luxury sectors of public transport in the state. Unremunerative sectors, including services to rural and remote areas, still remain with the public sector.

For a new sunrise of Punjab, Parkash Singh Badal should sunset
A new dawn has ushered into, unfortunately though only to ensure the sunset of freedom of Punjabis. Blame it on the Parkash Singh Badal’s government which has indulged into booth capturing, bloodshed and violence, including at his home turf. All for to win the Shiromani Gurdwara Parbhandak Elections (SGPC). This is a veritable demonstration of the selfish attitude of the government to obtain petty gains.
Not only booth capturing was done at various places but also an activist of the People’s Party of Punjab (PPP) was shot at and critically injured by the Akalis. Keeping in view the lawlessness which prevailed during the SGPC elections, the Presiding officer for Buttarshri deferred the elections.
In Kurianwala Village at Gidderbaha, the Chief Minister’s home district, a PPP member, who was protesting against the booth capturing, was shot at and rushed to hospital. His condition is stated to be critical.

Punjab Director General of Police today underlined the need to change the style of working of the police to match people’s expectations and said citizen-centric policing was need of the hour.
Presiding over a high-level meeting of the police department at the Punjab Police headquarters here, Gill said field officers must learn to anticipate issues, which had the potential of becoming major law and order problems.
Gill said when he assumed the charge as DGP, he had decided to focus on major issues of better policing through strengthening of police stations and ensuring required recruitments, modernisation of the force, besides removing stagnation through large-scale promotions from Head Constable to Superintendent of Police.

Punjab police wins all India police golf championship
Punjab Police team comprising of SK Sharma IPS and Rupinder Singh PPS won the 15th All India Police Golf Championship held here at Chandigarh Golf Club from 21st to 23rd September, 2011. Punjab police won the championship by beating their nearest rivals of BSF Team comprising of Sukhwinder Singh and JB Sangwan by a margin of three strokes.
The tournament was played on Stroke Play basis. Total 112 Golfers representing various states, UTs and Para Military forces participate in the championship.
Punjab team comprising of DS Garcha and RS Khatra were also declared runner up in the Net category whereas NSG team was declared winner in this category.

Ahead of assembly poll, govt promotes 5,000 constables
Around 5,199 constables and head constables got promotions at a state-level ceremony at the PAP Complex here today. Punjab Deputy Chief Minister Sukhbir Singh Badal announced the promotions as part of a series of welfare measures for the police officials and their families.
“The Punjab Police is recruiting more than 2,000 women constables in next three months. Around 4,000 constables will also be recruited within this period. The Phillaur-based Punjab Police Academy is also being converted into country’s first Police University at a cost of Rs 100 crore. The proposed university will run in collaboration with the best police institutes of the world,” said Sukhbir.
The constables and head constables have been given promotion to the rank of Senior Constables and Assistant Sub-Inspectors. “The SAD-BJP Government is the first one to focus on welfare of the constabulary. Earlier, constables used to get the rank of senior constable after nine years of service that has been reduced to eight years, benefiting 1,600 constables. Similarly, 3,599 head constables, who have completed 10 years of service, have been promoted as ASIs (local rank) under the new policy,” said Sukhbir.

Knocked down by extreme poverty along with the apathy of the authorities concerned, ace boxer Romikant Bhasin, who had won over a dozen gold medals in various state, university and national level championships, is a disillusioned man today. Having devoted the prime of his life to his favourite sport of boxing, Romikant, in absence of any job or vocation which could fetch him some money to support his family, is running from pillar to post in search of employment.
“Earlier, a private company had promised to employ me as coach. However, someone else was later accommodated in my place,” alleged Romikant, while speaking to The Tribune here.
“I started my career in boxing in 1978 when I took admission in Sports College, Jalandhar,” he said, adding that his first success came in the Guru Nanak Dev University Inter College Championship where he won a gold medal in the featherweight category.
Ghazal singer Jagjit Singh still critical
The condition of popular ghazal singer Jagjit Singh, who was operated upon at Lilavati Hospital here after suffering brain haemorrhage, continues to be “critical”, said hospital sources. “This is to confirm that Jagjit Singh’s condition remains critical,” Niket V Mehta, managing trustee of Lilavati Hospital, said today.
“We have to respect the patient’s privacy and therefore cannot comment further,” he said. The 70-year-old legend is currently in the ICU after undergoing emergency surgery for brain haemorrhage last evening. Brain hemorrhage is a known complication of uncontrolled hypertension or high blood pressure.

The country’s first ‘bamboo museum’ is all set to be ‘formally’ inaugurated at the Institute of Himalayan Bio-resource Technology (IHBT) in Palampur (Himachal Pradesh). The museum will house a workshop and a laboratory. It will also display bamboo products.
“The task was certainly challenging as it was a cantilever-based structure and included a central dome,” said STS Lepcha, executive officer of the board.
SGPC POLL PANEL NOTIFIES RESULTS BUT FAILS TO GIVE PARTY POSITIONS
The Commission, which notified the results today, five days after the SGPC election, was still unable to give the party position of different parties despite the fact that the SAD had won most of the 170 seats to which elections were held. The panel also could not provide the voting pattern of men or women in the elections or the voting percentage of each party.
GEC Commissioner Justice (retd) HS Brar when questioned on these issues said the Commission had only been provided the details of those who had won the elections. When asked to provide details of the party-wise position, he initially said this would be provided soon but then was unable to do so. Brar also had a standard one-line reply on all questions regarding "irregularities" in voting during the elections, particularly instances of voting done by non-Keshdharis, saying inquiry was on.

Over 60 Shiromani Akali Dal activists based in Sultanpur Lodhi joined PPP’s today in the presence of party chief Manpreet Badal. Those who switched loyalties included SGPC ex-member and president of Sultanpur Lodhi Municipal Council Jathedar Jaimal Singh, Block Samiti member Jathedar Gulzar Singh and councillor Gurpreet Raja.
Jaimal said: “Manpreet has a vision to take Punjab ahead. He has resolved to eradicate the menace of corruption…so we decided to join him.” His supporters said they were feeling “gagged” in the SAD.
Manpreet alleged that the SAD coerced and intimidated the voters during the recent SGPC polls. “It was for the first time that an observer had to order a re-poll in the SGPC elections in Gidderbaha constituency. I don’t understand why the SAD leadership was so desperate to win a seat where there was no competition?” he questioned.

The Punjab Government today approved the master plans for seven towns- Rajpura, Nawanshahr, Jagraon, Roopnagar, Pathankot, Gurdaspur and Kapurthala- to ensure integrated development.
A decision to this effect was taken at the 23rd meeting of the Punjab Regional Town Planning and Development Board under the chairmanship of Chief Minister Parkash Singh Badal at his residence this morning.
A government spokesperson said that Badal had directed PUDA to “accommodate” objections received by the general public. It was also decided that GMADA would invite objections to the mix land use policy for agricultural land on one side of the Zirakpur-Banur road near Chhat village, that had been included in the master plan as agriculture land earlier. With a view to regularising various facilities for Zirakpur residents, it was decided to fix the upper limit of population density at 300 persons per acre.
Meanwhile, the Council of Ministers, at its meeting today, approved the hike in the honorarium paid to nambardars from Rs 500 to Rs 1,000 per month from October 1.
The government has appointed 31,684 nambardars, who are discharging various duties defined under Rule 20 of the Punjab Land Revenue Rules, 1909, which mainly include matters related to land revenue.

Google Doodle Honors 75th Birthday of Muppets Creator Jim Henson
Google is celebrating the 75th birthday of Muppets creator Jim Henson with an interactive homepage doodle that turns the average Web user into a puppeteer.
"Become a digital puppeteer today and tomorrow with our homepage tribute to Jim Henson!" Google tweeted.
Henson's birthday is on Saturday, September 24, but Google got the party started early Friday night. The doodle features six original characters crafted by the Jim Henson Digital Puppetry Studio and brought to life on the Web by Google engineers. Each colorful creature sits atop a small button; press it and the character will follow your mouse's movements. Clicking on the character, meanwhile, will make it "talk."
"It's so fitting since Jim was such a prolific doodler," Mel Horan, art director at the Jim Henson Company, said in a video (below) about the doodle project. "His creative process began with a single doodle and evolved into these amazing characters he brought to life. We tried to capture that and merge it with Google's logo."
The characters were designed at the Henson Company and modeled into a digital puppet in Jim Henson's Creature Shop before being handed over to Google.
"There are also special animations to discover as you play with the doodle," teased Kris Hom, a software engineer at Google.
Henson's son Brian wrote a guest post for the Google blog, in which he remembered his father as "one of those rare parents who was always ready to play again."
"Although he loved family, his work was almost never about 'traditional' families," Brian continued. "The Muppets were a family—a very diverse one. One of his life philosophies was that we should love people not for their similarities, but for their differences."
